Question though: Does Consortium have any other enemies beside rebels? That number of technological gizmos seem really unnessesary for what basically is guerilla warfare. That’s nitpicking, I know. But such great worldbuilding tend to raise questions over details.
Good question! Could be that they haven’t taken over the whole world. (Yet?) Could be that they’re obsessed with power and control to the point that they keep increasing their defense technology whether they really need to or not. Or it could just be that they just never met a dollar they didn’t want to spend on shiny new toys.
The story is just set in a singular and very particular city, that’s just all. honestly, they’re just important to undestand the Consortium has a big grip over the city organization, and makes you realize just how dystopian their world is. but the story isn’t exactly about them, it’s about the xeno experiment, and they’re just a like a tiny fragment inside this war.

most of the background details aren’t focus of the story, as they won’t play much of a big role for the protagonists most of the time.

I sincerely love that most of the characters in this scene are wearing some form of hi-tech gear/armor and this dude’s just wearing a purple hoodie and jeans.

I think there is more then the rebels but we might not get to see anyone else besides them for a long time.
